Drugs: War or Diplomacy

By Robert Baker (November, 1998)

Approximately ten years ago, I began a study of the drug war and decided there had to be a economical solution to the problem. A solution capable of guaranteed results in assisting people at a fraction of the expenditures now being incurred. The solution I propose would offer assistance to people with drug and alcohol addictions in addition to extended control after parole in order to control the financial affairs of the victim. Various economical, physical and emotional problems follow these people after their release from incarceration and I have a resolution to some of these problems. A corrective action plan needs to be implemented as soon as possible to offering help to citizens out of control.

I have devised a program that is entitled "The Self Help Program" and within this program is a method of treatment that can guarantee to reduce the addiction problem by a minimum of fifty percent (50%), relevant to each individual's income (the cost for each participant in the program is fifty dollars per week). However, when I presented the program to various political officials (that are supposedly involved in the war on drugs) it was soundly refused without any type of explanation. Even though I explained to each of them how the Self Help Program goes directly to the heart of the problem by working with each person financially and personal monitoring them.

After a thirty day rehabilitation period, services utilized and given by existing agencies, we will set up clients' checking accounts after which we will obtain a list of their expenses, i.e. house payment, all utilities and all other monthly or weekly expenses.

From this list we will budget their expenses using their checking accounts as guides. With this basic program, we can guarantee a fifty per sent reduction in their drug, alcohol or gambling addictions relevant to their incomes whether their incomes are generated from General Motors or welfare, and also offer proof of our results.

The Self Help Program is designed so people with common sense can understand and see the feasibility of the program.

The Self Help Program does not follow the guidelines of any existing program that is currently being used by agencies.

IT IS UNDERSTOOD THAT THIS PROGRAM IS FOR THE PRODUCTIVE MEMBERS OF OUR SOCIETY. (THOSE WHO HOLD JOBS AND CAN AFFORD THE FIFTY DOLLARS PER WEEK—The NOMINAL FEE TO PARTICIPATE). THIS PROGRAM CAN AND WILL WORK FOR WELFARE RECIPIENTS TO RETURN TO OUR SOCIETY AS PRODUCTIVE MEMBERS.

Drugs, alcohol, and gambling have become addictive to a multitude of people. Excessive advertising has frequently promoted the problems and caused it to escalate. However, it makes for a good war strategy.

Too much time and money have been spent on wars and drug addiction research. Many of the experts are going to challenge the validity of the Self Help Program. In their opinion it is a program that has not been proven and has a non-existent track record.

A factual point to combat those unwarranted attacks and statements: You can not expect supporters of the drug war to support a program like the Self Help Program that offers a diplomatic solution that does not use the tax payers' dollars because it does not line the pockets of those people who supposedly have the solution.

As stated before, in this Self Help Program, the millions that has been spent on the drug war could have been spent on research and the development of wholesome drugs for the war against cancer, aids and all other destructive physical ailments that affect the citizens of our nation.

Now is the time for a common sense economical solution, which is the reason I have decided to present my program directly to the public, through any means including but not limited to our churches, schools of higher learning and neighborhood groups. The media has criticized the Drug War and stated that progress in the last few years is at an all time low. In other words, we are not getting our dollar's worth relevant to the money spent on this particular war. The bureaucrats have now suddenly put their war efforts through the media and throwing unbelievable figures at us that do not relate to what we see happening each and every day.

The directors of many of the bureaucratic organizations that direct the war effort on drugs see a diplomatic solution as a threat to their war budgets which continue to grow by millions if not billions every year with no end in sight.

Many people within the realms of the Defense Department wanted to see the war in Vietnam continue at a cost of billions in dollars and countless lives lost, but a diplomatic solution ended the war.

The result is that you can visit Vietnam on your vacation and be welcomed there.

The guidelines set up by many of the people who have a serious interest in the war on drugs are mainly to protect their budgets and interests. Too many of these programs feed on themselves and mainly benefit no one.

Politicians instead of enacting laws (like the seizure laws that take away property and rights of individuals without due process) need to enact legislation to help people resolve their addiction problems. This is the real answer.

To many of the addiction victims end up being prisoners of the Drug War. Many times a fifty dollar a week thug is jailed at an average of five hundred dollars per week. In many instances, these people can be successfully helped with out being jailed if offered a solid Self Help Program as an alternative, instead of longer prison sentences or building more jails at a continued high cost.

The illegal Drug Market is the same as any other business that depends on the system of Supply & Demand. As long as the demand is high the supply will be there. The war tactics used to stop the supply are commendable and reliable sources at keeping the market from being flooded with illegal drugs. However, the REALITY is we cannot stop the drug trafficking in many of the prisons, not withstanding on our city streets. With this approach, the Self Help Program offers a REALISTIC approach to the problem to cut the demand by stopping the individual flow of dollars and with this approach we can offer proof of the cut in the flow of dollars to this illegal market.
